They were less common, sure, but you couldn't say "rare". The Canadians suffered a lot of casualties after May 1915 in a large gas attack (1916). The masks weren't that effective, were issued only slowly due to problems of supply and many troops had defective masks either through poor manufacture, damage or misuse.
The initial advice from the British High Command was that "it might help" if soldiers urinated in a sock and held it over their faces!
One of my great uncles was incapacitated by a gas attack in 1917. He didn't get his mask on in time.
